Amnesty Policy and Indiana Lifeline Law
Franklin College strives to maintain a balance between student support and accountability. The College believes in addressing student health and safety concerns directly, and confronting dangerous behaviors, but also encouraging students to seek help in situations where their own, or another student’s health is endangered. As such, a student who seeks assistance on behalf of themselves or another individual experiencing an alcohol and/or drug related incident, may not be subject to conduct action for the alcohol and/or drug use under the Code of Conduct if the Office of Student Development becomes aware of the alcohol and/or drug use solely because the individual(s) sought medical attention. Students who participate in student conduct investigations may also be eligible for Student Conduct Amnesty at the discretion of the vice president for student development or designee. Student(s) involved in reported incidents of sexual misconduct or hazing may receive student conduct amnesty for the alcohol and/or drug violation(s) only. Student Conduct Amnesty is only granted to individual students, not student groups and/or student organizations.

Indiana Lifeline Law
Franklin College’s student conduct policy practices recognize and adhere to the State of Indiana’s Lifeline Law that:
- Indiana's Lifeline Law provides that a person is immune from arrest or prosecution for certain alcohol offenses if the arrest or prosecution is due to the person: (1) reporting a medical emergency; (2) being the victim of a sex offense; or (3) witnessing and reporting what the person believes to be a crime.
- Within the State of Indiana, "the Lifeline Law provides immunity for the crimes of public intoxication, minor in possession, minor in consumption, and similar laws, to persons who identify themselves to law enforcement while seeking medical assistance for a person suffering from an alcohol-related health emergency. In order to receive immunity, the reporting individual must demonstrate that they are acting in good faith by fulfilling the following expectations:
- Providing their full name and any other relevant information at the request of law enforcement officers.
- Remaining on the scene until law enforcement and emergency medical assistance dismiss.
- Cooperating with all authorities.

The Indiana Lifeline Law will not interfere with law enforcement procedures or limit the ability to prosecute for other criminal offenses such as providing alcohol to minors, operating vehicles while intoxicated, or the possession of a controlled substance.

- The FC Counseling Center provides individual and group counseling M-R 8-5 and Friday 8-4 by appointment. There is no limit to the number of sessions that students can have. How to Make an Appointment with the Nurse
The campus nurse is happy to provide nursing assessment for students during business hours. To make an appointment, you can book with Nurse Katy following that link, or call Nurse Katy at 317-738-8090 to schedule a time to be seen. You can also stop by the Health Center on the 2nd floor of the Student Center and be worked into the schedule if you do not have an appointment.
Medical Emergency-
In the event of a medical emergency, CALL 911. If you are in a situation that feels like it might be an emergency, but you aren’t sure, CALL 911. If by the time the ambulance arrives you realize that it is not an emergency, you always have the right to decline being transported. It truly is better to be safe than sorry.

Options for Uninsured Students
If you do not have health insurance, there are options for places to go to receive medical care in the area. PLEASE NOTE, if you are interested in utilizing Windrose at some point throughout your time as a student, it’s a good idea to call to get an appointment and become established in the practice. Being established will assist you in getting a timely appointment in the event that you are sick in the future and need to be seen promptly.

- Need for basic first aid (minor cuts, scrapes, burns, splinters, etc.)
- Need for reproductive health supplies (Plan B, internal/external condoms, dental dams, etc.)
- Need for referral, general health questions, need for resources
- If you are not sure if you should go to be seen by a provider or try some other strategies to treat minor symptoms, you are welcome to make an appointment with the campus nurse first to get her opinion on most appropriate next steps
